How to make a neighbourhood development order
Getting started
1. Set up a qualifying body - a parish council, or a neighbourhood forum in an unparished area
2. Apply to us to have your neighbourhood area designated
Preparing your order
3. Make sure your order meets the basic conditions. An order has to satisfy two further conditions beyond those for a neighbourhood plan. It must preserve any listed buildings and their settings, and preserving or enhance the character or appearance of any conservation areas within the order area.
4. Carry out pre-submission consultation
5. Submit your order to us
The formal process
6. We check it conforms
7. We publicise it
8. Independent examination
9. Referendum, run by the district
10. If more than half of those voting say yes, we bring the order into force
