Saddleworth Neighbourhood Plan
Saddleworth Parish Council submitted an application for the designation of Saddleworth Parish
Council boundary as a neighbourhood area with the intention of preparing a Neighbourhood
Plan. The application covered the whole parish area (an application was also made to the Peak
District National Park Authority which covers part of the Parish Council area).

16 consultation
Oldham Council is inviting representations on behalf of both itself and the Peak District National
Park Authority on the Saddleworth Neighbourhood Plan and its supporting documents, in line
with the Neighbourhood Planning Regulations (Regulation 16) from 10th June 2026 until
11.59pm on 24th July 2026

- Oldham Council’s Spindles Shopping Centre reception (please press the intercom for reception and go upstairs to the second floor), West Street, Oldham, OL1 1LF (open Monday to Friday 9am – 5pm);
- Peak District National Park Authority’s office at Aldern House, Baslow Road, Bakewell, Derbyshire, DE45 1AE from 8.45am to 5pm Monday to Friday (closed bank holidays).
How to comment
Consultation on the Saddleworth Neighbourhood Plan and supporting documents is taking
place from 10th June 2026 until
11.59pm on 24th July 2026
If you wish to be notified of the Oldham Council’s and the Peak District National Park Authority's
decision whether to make (adopt) or refuse to make the Saddleworth Neighbourhood Plan
under Regulation 19 of the Neighbourhood Planning Regulations, please make this clear in your representation.
The Council is keen to promote the submission of comments electronically and encourage anyone
with appropriate facilities to make their responses in this way.

received by 11.59pm on 24th July 2026

Comments cannot be treated as confidential. Your personal information, such as your postal
and e-mail address, will not be published, but your name and
organisation (if relevant) will.

Next Steps
Saddleworth Parish Council will begin to prepare a neighbourhood plan with advice and assistance
from Oldham Council and the Peak District National Park Authority. The National Planning Practice
Guidance sets out the key stages of neighbourhood planning:
- Step 1: Designate a neighbourhood area;
- Step 2: Preparing a draft neighbourhood plan or order;
- Step 3: Pre-submission publicity and consultation;
- Step 4: Submission of a neighbourhood plan or order proposal to the local planning authority. At this point the proposals are published for 6 weeks and representations are invited;
- Step 5: Independent Examination;
- Step 6: Referendum; and
- Step 7: Making the neighbourhood plan or order (bringing it into force)
Once passed, the neighbourhood plan will become part of the statutory development plan and will be
used to determine planning applications alongside the Local Plan for that neighbourhood area.
Oldham Council in consultation with the Peak District National Park Authority and the three statutory
bodies (the Environment Agency, Natural England and Historic England) has screened whether the
plan requires a Strategic Environment Assessment (SEA). The screening statement is now available to view.

Designation of neighbourhood area
The application to designate Saddleworth Parish Council boundary as a neighbourhood area
approved at the Peak District National Park Authority Planning Committee on Friday 11 November
2016. It was also approved at the Oldham Council Cabinet on Monday 21 November 2016. In
accordance with the Neighbourhood Planning (General) Regulations 2012 (as amended) the Council
has publicised a decision notice and map setting out the following information.
(a) the name of the neighbourhood area;
(b) a map which identifies the area; and
(c) the name of the relevant body who applied for the designation.
